The Australian Senate has passed legislation to establish the Net Zero Economy Authority, marking a significant milestone in the country’s journey towards a sustainable future.
This new body is set to play a crucial role in guiding Australia’s economic transformation as it moves towards net zero emissions.
The Net Zero Economy Authority will focus on four main areas:
- Investment Facilitation: The Authority will catalyse investment in new industries and jobs, particularly in emissions-intensive regions.
- Worker Transition: Support will be provided to workers impacted by the net-zero transition, especially those in coal-fired power stations and dependent mines.
- Policy Coordination: The Authority will help coordinate policy and program design for a smooth economic transformation.
- Communications and Engagement: Building community understanding and confidence in the net zero economic transformation will be a priority.
The Authority will work closely with a wide range of stakeholders, including communities, state and local governments, unions, industry, investors, and First Nations groups.
This collaborative approach aims to ensure that the benefits of the transition are shared across all sectors of society.
Mining and Energy Union (MEU) General President Tony Maher said that until now, co-ordinated federal support for coal-power workers and communities has been the missing piece when it comes to climate and energy policy.
“Workers in energy regions are breathing a sigh of relief today because Australia is setting out on a path to do energy transition well.
“The government has listened and taken action to make sure that workers and communities reliant on emissions-intensive industries will be supported to diversify their economies and put workforce transition plans in place.
“The benefits of the Net Zero Economy Authority will flow through our regional communities in terms of jobs, economic activity, and positive social outcomes for generations.”
The Authority will have the important twin goals of supporting workers displaced by power station closures into new jobs and co-ordinating investment to drive economic diversification in energy regions.
It will administer workforce plans for power stations facing closure, with the ability to create pooling arrangements with local employers to transfer displaced workers into new jobs.
The legislation puts obligations on the closing entities to provide certainty and support to employees during the closure process.
Prime Minister Anthony Albanese emphasised the importance of this legislation, stating: “This marks an important step forward in our nation’s successful transformation to a net zero economy.”
The government is targeting the commencement of the legislated Authority in 2024, subject to passage through parliament.
In the meantime, a Net Zero Economy Agency has been established within the Department of the Prime Minister and Cabinet to lead the design and begin core functions.
As Australia joins over 150 countries committed to net zero by 2050, this new Authority represents a significant step towards ensuring a just and orderly transition to a sustainable economy.
